This release includes changes to fix some issues with billing interface, admin interface and other small but important issues.

Fix in the dispatch module that could cause issues when opening the CAD in certain cases.
Fixes issues using the command /cad or /policeadmin on certain cases when the admin is not a police officer ir police are not admin
billing
Fix for a minor bug in the billing module that could display incorrect information on some servers.
The billing module are showing only the bills to the jobs with the corresponding police job, now its fixed and the player can see his billing correcly independing of the job the player has

Minor optimizations to client files to improve stability and reduce potential synchronization errors.
Improoved performance on billing module, and general on all script thanks to the first Fix.
