Another map is loaded at the same place. Look for any MLO or map edit of the Legion Square parking garage or the streets around it — parking garage MLOs, Legion Square edits and downtown road packs are the usual ones. Remove it, restart the server and clear your FiveM cache.

The map updates the long-distance lights of this part of downtown. Another map that does the same for the area overrides them. Start Royale Restaurant after that map, or remove the overlap.

The map ships its own traffic paths, ped navigation and downtown ped scenarios. Another resource that changes downtown scenarios or the same road paths replaces them. Only one can win, so keep one of them.

The teleport point of that floor is wrong, usually after it was edited. Put back the defaults or take new coordinates standing on the floor itself. If it only happens right after joining, wait a few seconds for the interior to stream in.
